Our Goal
LJA’s mission was to manage a NEPA-compliant Environmental Assessment (EA) as part of the (United States Department of Transportation) US DOT’s 2018 Better Utilizing Investments to Leverage Development (BUILD) Program. This EA centered on extending Berth 5 by 1,000 feet, creating Berth 6. The primary aim was to enhance the Port’s shipping and cargo handling capacity, reduce congestion on the Sabine Neches Waterway and Berths 4/5, and facilitate the trade of liquid and solid bulk fuels between regional and global markets.
The LJA Roadmap
Our comprehensive approach encompassed the preparation of the EA document, agency collaboration, assessment of state and federally listed Threatened and Endangered (T&E) species and their habitats, air quality evaluation (including air emissions calculations), a Limited Phase I Environmental Site Assessment (ESA) for hazardous materials, cumulative impact analysis. Simultaneously, we facilitated a USACE Individual Permit (IP) modification, extending the scope to include Berth 6.
Our team effectively navigated the permit review process with the USACE Galveston District, addressing comments received from the Public Notice. Ultimately, we obtained approval for the IP modification and received an EA Finding of No Significant Impact (FONSI). Additionally, we executed the mitigation plan by planting the mitigation site as per the guidelines, conducted a transplant survival survey post-planting, and continue annual monitoring and reporting, collaborating closely with the USACE.

Meeting Challenges Head-On
When challenged to include air emissions calculations within the EA’s Air Quality section, our air/noise expert conducted comprehensive research, collaborated with the Port to gather precise data, and successfully integrated the analysis into the document without delaying the approval timeline.
